民(min)(min)營(ying)(ying)經(jing)(jing)濟(ji)是我(wo)(wo)國經(jing)(jing)濟(ji)制(zhi)度的(de)內在要素,是推(tui)動社會(hui)主(zhu)義市(shi)場經(jing)(jing)濟(ji)發(fa)(fa)展的(de)重(zhong)(zhong)(zhong)(zhong)要力量,是推(tui)進供給側結構性改革、推(tui)動高質量發(fa)(fa)展、建(jian)設現(xian)代(dai)化(hua)經(jing)(jing)濟(ji)體(ti)系的(de)重(zhong)(zhong)(zhong)(zhong)要主(zhu)體(ti)。改革開放以來,我(wo)(wo)區民(min)(min)營(ying)(ying)經(jing)(jing)濟(ji)不斷(duan)發(fa)(fa)展壯大,成為經(jing)(jing)濟(ji)社會(hui)發(fa)(fa)展不可替代(dai)的(de)重(zhong)(zhong)(zhong)(zhong)要力量,在穩定(ding)增(zeng)長、促進創新、增(zeng)加(jia)就(jiu)業、改善民(min)(min)生等(deng)方面發(fa)(fa)揮(hui)著十分重(zhong)(zhong)(zhong)(zhong)要的(de)作用。我(wo)(wo)們要深(shen)入貫徹習近平總書(shu)記(ji)關(guan)于民(min)(min)營(ying)(ying)經(jing)(jing)濟(ji)發(fa)(fa)展的(de)重(zhong)(zhong)(zhong)(zhong)要指示和黨中央的(de)決策部署,深(shen)刻認識發(fa)(fa)展民(min)(min)營(ying)(ying)經(jing)(jing)濟(ji)的(de)重(zhong)(zhong)(zhong)(zhong)大意義,旗幟(zhi)鮮明地鼓(gu)勵、支持民(min)(min)營(ying)(ying)經(jing)(jing)濟(ji)發(fa)(fa)展。為充分激發(fa)(fa)民(min)(min)營(ying)(ying)經(jing)(jing)濟(ji)發(fa)(fa)展活(huo)力和創造(zao)力,更好地促進我(wo)(wo)區民(min)(min)營(ying)(ying)經(jing)(jing)濟(ji)健康發(fa)(fa)展,制(zhi)定(ding)本意見。

一(yi)、進(jin)一(yi)步降低(di)民(min)營企業經(jing)營成本

(一)全面落(luo)實(shi)減(jian)稅(shui)(shui)(shui)降(jiang)(jiang)費政(zheng)(zheng)(zheng)策。嚴(yan)格(ge)落(luo)實(shi)國家各項減(jian)稅(shui)(shui)(shui)政(zheng)(zheng)(zheng)策及小微企(qi)(qi)業(ye)(ye)(ye)、科技(ji)型初創企(qi)(qi)業(ye)(ye)(ye)普惠(hui)性稅(shui)(shui)(shui)收(shou)(shou)免(mian)除政(zheng)(zheng)(zheng)策。對納稅(shui)(shui)(shui)困難的(de)企(qi)(qi)業(ye)(ye)(ye),經有權限(xian)的(de)稅(shui)(shui)(shui)務機關審(shen)批(pi),可減(jian)征(zheng)或免(mian)征(zheng)房(fang)產稅(shui)(shui)(shui)、城鎮土地使用稅(shui)(shui)(shui)。允許符合條(tiao)件的(de)財政(zheng)(zheng)(zheng)性資(zi)金(jin),準(zhun)予作(zuo)為企(qi)(qi)業(ye)(ye)(ye)所得(de)稅(shui)(shui)(shui)不征(zheng)稅(shui)(shui)(shui)收(shou)(shou)入。落(luo)實(shi)國家降(jiang)(jiang)低社(she)保費率及規(gui)范涉企(qi)(qi)保證(zheng)金(jin)等(deng)政(zheng)(zheng)(zheng)策,對符合條(tiao)件的(de)努力(li)穩定就業(ye)(ye)(ye)的(de)參保企(qi)(qi)業(ye)(ye)(ye),可享受(shou)企(qi)(qi)業(ye)(ye)(ye)及其職工繳納的(de)50%失業(ye)(ye)(ye)保險費返(fan)還政(zheng)(zheng)(zheng)策,推廣以銀行(xing)保函替(ti)代現金(jin)繳納保證(zheng)金(jin)。堅決糾正行(xing)政(zheng)(zheng)(zheng)審(shen)批(pi)取(qu)消后由中介機構和部門下屬單(dan)(dan)位變(bian)相審(shen)批(pi)及違法違規(gui)收(shou)(shou)費、加重(zhong)企(qi)(qi)業(ye)(ye)(ye)負擔等(deng)現象。(責任單(dan)(dan)位:寧(ning)夏(xia)稅(shui)(shui)(shui)務局,自治區財政(zheng)(zheng)(zheng)廳(ting)、人力(li)資(zi)源社(she)會(hui)保障廳(ting)、發(fa)展改革委)

(二(er))切實降(jiang)低企業(ye)(ye)(ye)(ye)生產(chan)(chan)要素成(cheng)本。對我(wo)區(qu)(qu)(qu)鼓(gu)(gu)勵類產(chan)(chan)業(ye)(ye)(ye)(ye)且用(yong)地(di)(di)(di)集約的(de)工業(ye)(ye)(ye)(ye)項目,在(zai)確定(ding)土(tu)地(di)(di)(di)出讓底價(jia)時可按(an)不(bu)低于所在(zai)地(di)(di)(di)土(tu)地(di)(di)(di)等別(bie)相對應(ying)《全(quan)國工業(ye)(ye)(ye)(ye)用(yong)地(di)(di)(di)出讓最低價(jia)標(biao)準(zhun)》的(de)70%執行。對占用(yong)未利用(yong)地(di)(di)(di)并符合相關規定(ding)的(de),出讓最低價(jia)可按(an)照相關標(biao)準(zhun)的(de)10%確定(ding)。依(yi)法(fa)鼓(gu)(gu)勵以多種(zhong)方式向(xiang)民營(ying)企業(ye)(ye)(ye)(ye)供應(ying)土(tu)地(di)(di)(di),在(zai)不(bu)改(gai)變土(tu)地(di)(di)(di)性質的(de)前提下,可采取長期租賃、先租后(hou)讓、租讓結合、彈性年(nian)期(20年(nian)至(zhi)50年(nian))出讓等方式使用(yong)土(tu)地(di)(di)(di)。探索試行新(xin)供應(ying)工業(ye)(ye)(ye)(ye)用(yong)地(di)(di)(di)“標(biao)準(zhun)地(di)(di)(di)”制(zhi)度,用(yong)地(di)(di)(di)企業(ye)(ye)(ye)(ye)可直接開工建設,不(bu)再(zai)需要各類審(shen)批,建成(cheng)投產(chan)(chan)后(hou),有(you)關部門按(an)照既定(ding)標(biao)準(zhun)與法(fa)定(ding)條件驗收。2019年(nian)底前全(quan)部放開電力(li)直接交易(yi)企業(ye)(ye)(ye)(ye)用(yong)戶范圍,支持園區(qu)(qu)(qu)內企業(ye)(ye)(ye)(ye)“打捆”參與電力(li)市場交易(yi)。技術(shu)先進(jin)、能耗環保達標(biao)的(de)先進(jin)制(zhi)造(zao)業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)和國家級高新(xin)技術(shu)企業(ye)(ye)(ye)(ye)生產(chan)(chan)用(yong)電享受自治區(qu)(qu)(qu)相關電價(jia)補貼政策(ce)。加強天然氣(qi)輸配價(jia)格監(jian)管(guan)(guan),鼓(gu)(gu)勵供氣(qi)企業(ye)(ye)(ye)(ye)采取直供方式對民營(ying)企業(ye)(ye)(ye)(ye)供氣(qi)。(責任單位:自治區(qu)(qu)(qu)自然資源廳(ting)、發展(zhan)改(gai)革委、工業(ye)(ye)(ye)(ye)和信息(xi)化廳(ting)、住房(fang)城(cheng)鄉建設廳(ting)、應(ying)急管(guan)(guan)理廳(ting)、市場監(jian)管(guan)(guan)廳(ting),寧(ning)夏(xia)稅務局、國網寧(ning)夏(xia)電力(li)公司,各市、縣〈區(qu)(qu)(qu)〉)

二、切實緩解融資難融資貴問題

(三)鼓(gu)勵(li)和(he)支持(chi)(chi)(chi)金融(rong)機構加大信貸(dai)(dai)(dai)投放。完善金融(rong)機構監(jian)(jian)管考(kao)核(he)和(he)內部激勵(li)機制,把銀(yin)(yin)行(xing)(xing)業(ye)(ye)績考(kao)核(he)同支持(chi)(chi)(chi)民營(ying)經濟發(fa)展(zhan)掛鉤,防止對民營(ying)企(qi)業(ye)(ye)隨意減少授信、抽貸(dai)(dai)(dai)斷貸(dai)(dai)(dai)“一刀切”等(deng)做法。將自治區(qu)(qu)工業(ye)(ye)企(qi)業(ye)(ye)貸(dai)(dai)(dai)款風險(xian)補償金規模擴大到10億元,完善政府增信和(he)風險(xian)補償機制,撬動(dong)合(he)作(zuo)銀(yin)(yin)行(xing)(xing)增加信貸(dai)(dai)(dai)資金。鼓(gu)勵(li)和(he)支持(chi)(chi)(chi)金融(rong)機構積(ji)極穩(wen)妥擴大票據貼現、信用保證保險(xian)、銀(yin)(yin)稅互(hu)動(dong)、政府采(cai)購合(he)同信用貸(dai)(dai)(dai)款等(deng)業(ye)(ye)務(wu)規模。推動(dong)知識產權、應收賬款等(deng)質(zhi)押融(rong)資。支持(chi)(chi)(chi)商業(ye)(ye)銀(yin)(yin)行(xing)(xing)面向優質(zhi)民營(ying)企(qi)業(ye)(ye)開(kai)展(zhan)無還本續貸(dai)(dai)(dai)、中(zhong)長期貸(dai)(dai)(dai)款等(deng)業(ye)(ye)務(wu)。(責(ze)任單位:人行(xing)(xing)銀(yin)(yin)川中(zhong)心支行(xing)(xing)、寧(ning)夏銀(yin)(yin)保監(jian)(jian)局,自治區(qu)(qu)地方金融(rong)監(jian)(jian)管局、財(cai)政廳(ting)、工業(ye)(ye)和(he)信息化(hua)廳(ting),寧(ning)夏稅務(wu)局)

(四(si))加強擔保(bao)(bao)體(ti)系(xi)(xi)建設(she)。建立各(ge)級(ji)(ji)財政(zheng)資(zi)(zi)金穩(wen)定投(tou)入機(ji)制,擴(kuo)大自治(zhi)區(qu)(qu)擔保(bao)(bao)體(ti)系(xi)(xi)建設(she)專項資(zi)(zi)金規(gui)(gui)模。落實國(guo)家和自治(zhi)區(qu)(qu)小微企(qi)業融(rong)(rong)資(zi)(zi)擔保(bao)(bao)業務降費(fei)獎補(bu)政(zheng)策,將融(rong)(rong)資(zi)(zi)擔保(bao)(bao)機(ji)構(gou)(gou)單(dan)(dan)戶最(zui)高補(bu)貼(tie)額度提(ti)高到(dao)3000萬元。積極爭取(qu)國(guo)家融(rong)(rong)資(zi)(zi)擔保(bao)(bao)基(ji)金,通過再擔保(bao)(bao)、股權投(tou)資(zi)(zi)等(deng)方式(shi)提(ti)高我(wo)區(qu)(qu)擔保(bao)(bao)機(ji)構(gou)(gou)融(rong)(rong)資(zi)(zi)擔保(bao)(bao)能(neng)力。完善(shan)融(rong)(rong)資(zi)(zi)擔保(bao)(bao)代(dai)償補(bu)償機(ji)制和多方參與的風險分擔模式(shi)。擴(kuo)大工業專項擔保(bao)(bao)基(ji)金規(gui)(gui)模,重(zhong)點支持(chi)民(min)營企(qi)業轉型升(sheng)級(ji)(ji)項目,并(bing)給予2%的保(bao)(bao)費(fei)補(bu)貼(tie)。規(gui)(gui)范擔保(bao)(bao)機(ji)構(gou)(gou)運(yun)營管理,強化(hua)績效(xiao)監督考核。(責任(ren)單(dan)(dan)位:自治(zhi)區(qu)(qu)財政(zheng)廳、地方金融(rong)(rong)監管局(ju)、工業和信息化(hua)廳、國(guo)資(zi)(zi)委、寧夏(xia)國(guo)有資(zi)(zi)本運(yun)營集團公司(si)、寧夏(xia)國(guo)有資(zi)(zi)產投(tou)資(zi)(zi)控股集團公司(si),各(ge)市、縣〈區(qu)(qu)〉)

(五)拓寬民(min)營企業(ye)(ye)(ye)(ye)(ye)融資(zi)(zi)渠(qu)道。鼓勵(li)民(min)營企業(ye)(ye)(ye)(ye)(ye)多(duo)渠(qu)道融資(zi)(zi),對(dui)列入后備上市企業(ye)(ye)(ye)(ye)(ye),按(an)完成(cheng)股(gu)改、輔導備案、審核(he)通過、成(cheng)功發行(xing)(xing)(xing)等環節實行(xing)(xing)(xing)分(fen)階(jie)段獎(jiang)勵(li),累(lei)計(ji)獎(jiang)勵(li)不(bu)超過1000萬元(yuan);對(dui)新三板掛(gua)牌和進入新三板創(chuang)新層的企業(ye)(ye)(ye)(ye)(ye)分(fen)別(bie)予(yu)以(yi)(yi)30萬元(yuan)、50萬元(yuan)獎(jiang)勵(li);對(dui)成(cheng)功發行(xing)(xing)(xing)公司(si)債(zhai)(zhai)、企業(ye)(ye)(ye)(ye)(ye)債(zhai)(zhai)、集合債(zhai)(zhai)等債(zhai)(zhai)券(quan)的企業(ye)(ye)(ye)(ye)(ye),按(an)發債(zhai)(zhai)額度每年給予(yu)2%的貼息。大力實施“引金入寧”計(ji)劃,支持(chi)民(min)間資(zi)(zi)本參(can)與發起設(she)立(li)民(min)營銀行(xing)(xing)(xing)、村鎮銀行(xing)(xing)(xing)、融資(zi)(zi)性擔保機構(gou)和小額貸(dai)款公司(si)等地方金融組織(zhi),引導民(min)間資(zi)(zi)本參(can)股(gu)或(huo)組建(jian)產(chan)業(ye)(ye)(ye)(ye)(ye)投資(zi)(zi)基金、創(chuang)投基金、私募(mu)股(gu)權(quan)基金、天使基金等。積極(ji)推(tui)動央行(xing)(xing)(xing)民(min)營企業(ye)(ye)(ye)(ye)(ye)債(zhai)(zhai)券(quan)融資(zi)(zi)支持(chi)工(gong)具(ju)和股(gu)權(quan)融資(zi)(zi)支撐工(gong)具(ju)在我區(qu)落地,以(yi)(yi)市場化、法(fa)治(zhi)(zhi)化方式緩解民(min)營企業(ye)(ye)(ye)(ye)(ye)債(zhai)(zhai)券(quan)、股(gu)權(quan)融資(zi)(zi)難問題。(責任單位:自治(zhi)(zhi)區(qu)地方金融監(jian)(jian)管(guan)局、財政(zheng)廳,人行(xing)(xing)(xing)銀川中(zhong)心支行(xing)(xing)(xing)、寧夏(xia)銀保監(jian)(jian)局、寧夏(xia)證監(jian)(jian)局,發展改革委、工(gong)業(ye)(ye)(ye)(ye)(ye)和信息化廳,各市、縣〈區(qu)〉)

(六(liu))幫(bang)助(zhu)民(min)(min)(min)(min)營(ying)企(qi)業(ye)(ye)(ye)(ye)紓(shu)困(kun)。設立30億元的(de)(de)(de)自(zi)治(zhi)區(qu)民(min)(min)(min)(min)營(ying)企(qi)業(ye)(ye)(ye)(ye)發展政(zheng)策性(xing)紓(shu)困(kun)基(ji)金(jin),采(cai)取政(zheng)府出資(zi)引導、社(she)會資(zi)本(ben)和(he)(he)金(jin)融(rong)機構參與的(de)(de)(de)方(fang)式,在嚴格防范風(feng)險的(de)(de)(de)前提下,幫(bang)助(zhu)有股權質押平倉風(feng)險的(de)(de)(de)民(min)(min)(min)(min)營(ying)企(qi)業(ye)(ye)(ye)(ye)渡過難(nan)關,對符(fu)合經濟結構優化升級(ji)方(fang)向、有發展前景一(yi)時遇到困(kun)難(nan)的(de)(de)(de)民(min)(min)(min)(min)營(ying)企(qi)業(ye)(ye)(ye)(ye)進行必(bi)要的(de)(de)(de)財(cai)務紓(shu)困(kun)。開展清(qing)(qing)理政(zheng)府部門和(he)(he)國有企(qi)業(ye)(ye)(ye)(ye)拖欠民(min)(min)(min)(min)營(ying)企(qi)業(ye)(ye)(ye)(ye)賬款專項(xiang)行動,建立臺賬、“限時清(qing)(qing)零”。充(chong)分(fen)發揮自(zi)治(zhi)區(qu)政(zheng)策性(xing)應急轉貸資(zi)金(jin)作(zuo)用(yong),日(ri)利率不高于0.4‰,降(jiang)低(di)民(min)(min)(min)(min)營(ying)企(qi)業(ye)(ye)(ye)(ye)轉貸成本(ben)。(責任單(dan)位(wei):自(zi)治(zhi)區(qu)財(cai)政(zheng)廳(ting)、地方(fang)金(jin)融(rong)監(jian)(jian)管(guan)局(ju)(ju),人(ren)行銀川中心支行、寧(ning)夏銀保監(jian)(jian)局(ju)(ju)、寧(ning)夏證監(jian)(jian)局(ju)(ju),自(zi)治(zhi)區(qu)政(zheng)府督(du)查(cha)室、審計廳(ting)、國資(zi)委、工業(ye)(ye)(ye)(ye)和(he)(he)信(xin)息(xi)化廳(ting),各(ge)市(shi)、縣(xian)〈區(qu)〉)

三、支持民營企業發展壯(zhuang)大(da)

(七)推動(dong)民營企(qi)(qi)業(ye)(ye)(ye)加快發(fa)展。實(shi)施(shi)大企(qi)(qi)業(ye)(ye)(ye)培育(yu)行動(dong),強化(hua)項(xiang)目、資金、人才(cai)等(deng)方面(mian)扶(fu)持(chi)(chi),對(dui)(dui)年產值(zhi)首(shou)次(ci)超過500億(yi)元、100億(yi)元和50億(yi)元的(de)(de)(de)(de)企(qi)(qi)業(ye)(ye)(ye),分別(bie)給(gei)(gei)(gei)(gei)予獎(jiang)勵(li)(li)。鼓勵(li)(li)企(qi)(qi)業(ye)(ye)(ye)兼并重組,對(dui)(dui)并購重組后(hou)納入我區統計的(de)(de)(de)(de)產值(zhi)增加部分給(gei)(gei)(gei)(gei)予獎(jiang)勵(li)(li)。支(zhi)持(chi)(chi)發(fa)展總部經濟,對(dui)(dui)國內外知名企(qi)(qi)業(ye)(ye)(ye)在(zai)我區落戶的(de)(de)(de)(de)地區總部、研發(fa)中(zhong)心(xin)、采購中(zhong)心(xin)等(deng)給(gei)(gei)(gei)(gei)予獎(jiang)勵(li)(li)。實(shi)施(shi)中(zhong)小企(qi)(qi)業(ye)(ye)(ye)成(cheng)長培育(yu)計劃,對(dui)(dui)首(shou)次(ci)升規上限(xian)企(qi)(qi)業(ye)(ye)(ye)按(an)不同行業(ye)(ye)(ye)給(gei)(gei)(gei)(gei)予一次(ci)性10萬元至20萬元獎(jiang)勵(li)(li)。對(dui)(dui)“個轉(zhuan)企(qi)(qi)”過程中(zhong)辦理劃轉(zhuan)土(tu)地、房(fang)屋(wu)、設備(bei)權屬(shu),符(fu)合國家政(zheng)(zheng)策(ce)規定(ding)的(de)(de)(de)(de),免征契稅、免收交(jiao)易(yi)手續費(fei)。鼓勵(li)(li)有條件的(de)(de)(de)(de)民營企(qi)(qi)業(ye)(ye)(ye)建立現代企(qi)(qi)業(ye)(ye)(ye)制度,對(dui)(dui)完(wan)成(cheng)股份制改造的(de)(de)(de)(de)規模以上企(qi)(qi)業(ye)(ye)(ye),給(gei)(gei)(gei)(gei)予一次(ci)性10萬元獎(jiang)勵(li)(li)。市、縣(區)政(zheng)(zheng)府(fu)要在(zai)本(ben)級財(cai)政(zheng)(zheng)預算中(zhong)安排(pai)中(zhong)小企(qi)(qi)業(ye)(ye)(ye)發(fa)展專項(xiang)資金。(責任單位(wei):自治區工(gong)業(ye)(ye)(ye)和信息化(hua)廳(ting)、發(fa)展改革委、商務廳(ting)、市場監(jian)管廳(ting)、地方金融(rong)監(jian)管局、財(cai)政(zheng)(zheng)廳(ting),各(ge)市、縣〈區〉)

(十八(ba))保護(hu)(hu)民(min)營企(qi)業(ye)(ye)自(zi)(zi)主經(jing)營權。依(yi)(yi)法(fa)(fa)保證各(ge)類市(shi)(shi)場(chang)主體(ti)平(ping)等(deng)使用生(sheng)產要素、公平(ping)參與市(shi)(shi)場(chang)競爭、同等(deng)受(shou)到法(fa)(fa)律保護(hu)(hu)。各(ge)級黨(dang)政機關及(ji)其工作人員(yuan)不(bu)(bu)得(de)(de)(de)插手企(qi)業(ye)(ye)的(de)(de)招投標和采購行為(wei),不(bu)(bu)得(de)(de)(de)插手企(qi)業(ye)(ye)的(de)(de)工程建設(she)過(guo)程,不(bu)(bu)得(de)(de)(de)強迫企(qi)業(ye)(ye)提供贊(zan)助或者(zhe)捐贈、接(jie)受(shou)指定(ding)的(de)(de)檢測、咨詢服務等(deng)。沒有法(fa)(fa)律法(fa)(fa)規依(yi)(yi)據(ju),不(bu)(bu)得(de)(de)(de)要求企(qi)業(ye)(ye)停(ting)(ting)工停(ting)(ting)產或者(zhe)采取(qu)停(ting)(ting)水停(ting)(ting)電(dian)停(ting)(ting)氣等(deng)措施限(xian)制(zhi)企(qi)業(ye)(ye)正(zheng)常生(sheng)產經(jing)營活動。商會(hui)(hui)協會(hui)(hui)不(bu)(bu)得(de)(de)(de)強制(zhi)或者(zhe)變(bian)相強制(zhi)企(qi)業(ye)(ye)入會(hui)(hui),不(bu)(bu)得(de)(de)(de)干(gan)預會(hui)(hui)員(yuan)企(qi)業(ye)(ye)的(de)(de)生(sheng)產經(jing)營活動。推進(jin)企(qi)業(ye)(ye)破產執行案件(jian)移送(song)破產審(shen)查,不(bu)(bu)得(de)(de)(de)為(wei)企(qi)業(ye)(ye)破產案件(jian)受(shou)理設(she)置法(fa)(fa)律規定(ding)以外(wai)的(de)(de)條(tiao)件(jian)。(責任(ren)單位:自(zi)(zi)治區(qu)紀委監委、市(shi)(shi)場(chang)監管廳、高(gao)級法(fa)(fa)院、工業(ye)(ye)和信息化廳、民(min)政廳、工商聯(lian),各(ge)市(shi)(shi)、縣〈區(qu)〉)

七、完善政策執行(xing)方式(shi)

(十九)加(jia)強統(tong)籌協調。各地(di)要建(jian)立健(jian)全(quan)促進民營經(jing)濟(ji)發(fa)展工作(zuo)協調機(ji)制(zhi),完善(shan)各類涉企(qi)政(zheng)策(ce)的(de)咨詢、論(lun)證、公(gong)示等制(zhi)度,建(jian)立集中統(tong)一的(de)跨部門涉企(qi)政(zheng)策(ce)發(fa)布平臺,開展政(zheng)策(ce)措施落(luo)實效果第(di)三方評(ping)估。按(an)照國家關于民營經(jing)濟(ji)最(zui)新政(zheng)策(ce)規定,修訂和(he)完善(shan)自治區相(xiang)關政(zheng)策(ce),防止(zhi)出現惠企(qi)政(zheng)策(ce)被原(yuan)有規定阻滯、落(luo)空等現象,防止(zhi)政(zheng)策(ce)效應疊加(jia)共(gong)振或相(xiang)互抵消。加(jia)快(kuai)研究建(jian)立民營經(jing)濟(ji)統(tong)計(ji)監(jian)測制(zhi)度,加(jia)強對中小企(qi)業運(yun)行情(qing)況(kuang)統(tong)計(ji)分析、監(jian)測預警(jing),按(an)季度、年度發(fa)布相(xiang)關數據信息,為政(zheng)策(ce)執行和(he)調整提(ti)供依據。(責任單位:自治區工業和(he)信息化廳(ting)、政(zheng)務(wu)服務(wu)中心、司法廳(ting)、統(tong)計(ji)局,各市(shi)、縣(xian)〈區〉)
