陳明忠:奮力推進農村供水高質量發展習(xi)(xi)近平總(zong)書記強調(diao)要鞏固拓展(zhan)脫貧攻(gong)堅成果,推動同鄉村(cun)振興有效(xiao)銜(xian)接。黨(dang)中(zhong)央(yang)、國務(wu)院歷(li)來高度重(zhong)(zhong)視農村(cun)供(gong)水(shui)(shui)工作。水(shui)(shui)利部深入貫徹習(xi)(xi)近平總(zong)書記重(zhong)(zhong)要講(jiang)話和(he)指示批示精神,按照黨(dang)中(zhong)央(yang)、國務(wu)院決策部署,穩步提(ti)升農村(cun)供(gong)水(shui)(shui)標準和(he)質量,積極(ji)推進農村(cun)飲水(shui)(shui)安全向農村(cun)供(gong)水(shui)(shui)保障轉變,奮力推動農村(cun)供(gong)水(shui)(shui)高質量發(fa)展(zhan)。 一、堅持(chi)抓實(shi)抓細,“十四五(wu)”農村供水(shui)實(shi)現良(liang)好開局 2021年以來,各級水利部門深入(ru)開(kai)展脫貧人口飲水狀(zhuang)況排查監測(ce),保持動態清零,鞏固維(wei)護好已(yi)建農村(cun)(cun)供(gong)水工程成果(guo);加(jia)快工程建設改(gai)造,為鄉村(cun)(cun)振(zhen)興(xing)提供(gong)有(you)力(li)的供(gong)水支(zhi)撐和保障(zhang)。 1.全力(li)鞏固脫(tuo)貧攻堅農村(cun)供水成果 2021年(nian),水(shui)(shui)利部辦公廳先后(hou)印發(fa)《關于加強(qiang)(qiang)(qiang)農(nong)(nong)村(cun)飲(yin)水(shui)(shui)安(an)全動(dong)(dong)態監測(ce)的通(tong)知》《“十四(si)(si)五”鞏固(gu)農(nong)(nong)村(cun)供(gong)(gong)水(shui)(shui)脫(tuo)貧(pin)攻(gong)堅成果工(gong)(gong)作方(fang)案》,部署各地(di)(di)(di)加強(qiang)(qiang)(qiang)對(dui)脫(tuo)貧(pin)地(di)(di)(di)區、脫(tuo)貧(pin)人(ren)口和(he)供(gong)(gong)水(shui)(shui)條件(jian)薄弱地(di)(di)(di)區農(nong)(nong)村(cun)人(ren)口飲(yin)水(shui)(shui)狀(zhuang)況的全面(mian)排(pai)查(cha)和(he)動(dong)(dong)態監測(ce),按月調度(du),邊(bian)查(cha)邊(bian)改(gai),確保問(wen)題動(dong)(dong)態清(qing)零。2021年(nian)累(lei)計(ji)排(pai)查(cha)并推動(dong)(dong)解決(jue)(jue)1600多萬農(nong)(nong)村(cun)人(ren)口供(gong)(gong)水(shui)(shui)不穩定問(wen)題,均通(tong)過工(gong)(gong)程建設、維修養護、強(qiang)(qiang)(qiang)化管理、應急供(gong)(gong)水(shui)(shui)進(jin)行有效(xiao)解決(jue)(jue),防止出(chu)現整(zheng)村(cun)整(zheng)鄉飲(yin)水(shui)(shui)安(an)全問(wen)題。云南(nan)、廣東等(deng)地(di)(di)(di)出(chu)現旱情,河(he)南(nan)等(deng)地(di)(di)(di)發(fa)生洪澇災(zai)害,云南(nan)、青海、四(si)(si)川(chuan)、甘肅等(deng)地(di)(di)(di)發(fa)生地(di)(di)(di)震,對(dui)農(nong)(nong)村(cun)供(gong)(gong)水(shui)(shui)工(gong)(gong)程造成不同程度(du)的影(ying)響。水(shui)(shui)利部及時(shi)派出(chu)工(gong)(gong)作組(zu)赴現場指導,地(di)(di)(di)方(fang)全力應對(dui),堅決(jue)(jue)守住農(nong)(nong)村(cun)飲(yin)水(shui)(shui)安(an)全底線。 2.統籌謀劃(hua)“十四五”農村供水發展 水(shui)(shui)利部(bu)(bu)5次召開全國(guo)工(gong)(gong)作推(tui)進視頻會議,安排部(bu)(bu)署農(nong)村(cun)(cun)供(gong)水(shui)(shui)保(bao)障(zhang)(zhang)工(gong)(gong)作。李(li)國(guo)英部(bu)(bu)長出席“十四五(wu)”農(nong)村(cun)(cun)供(gong)水(shui)(shui)保(bao)障(zhang)(zhang)工(gong)(gong)作推(tui)進視頻會并作重要部(bu)(bu)署,為當(dang)前和今后一個(ge)時(shi)期(qi)農(nong)村(cun)(cun)供(gong)水(shui)(shui)工(gong)(gong)作謀篇布局。水(shui)(shui)利部(bu)(bu)、國(guo)家發展改革委、財政部(bu)(bu)、鄉村(cun)(cun)振(zhen)興局等9個(ge)部(bu)(bu)門(men)出臺了《關于做好農(nong)村(cun)(cun)供(gong)水(shui)(shui)保(bao)障(zhang)(zhang)工(gong)(gong)作的指導意見》,水(shui)(shui)利部(bu)(bu)印發了《全國(guo)“十四五(wu)”農(nong)村(cun)(cun)供(gong)水(shui)(shui)保(bao)障(zhang)(zhang)規劃》,指導28個(ge)省份和新(xin)疆(jiang)生產建(jian)設兵團編制了省級(ji)規劃,明(ming)確了農(nong)村(cun)(cun)供(gong)水(shui)(shui)保(bao)障(zhang)(zhang)工(gong)(gong)作的工(gong)(gong)作思(si)路、目標(biao)任(ren)務和工(gong)(gong)作舉措,提出了建(jian)設與管理新(xin)標(biao)準。 3.扎實(shi)推(tui)進農村供水工程建設實(shi)施 指導督(du)促脫貧地區將農村(cun)(cun)(cun)供(gong)(gong)水(shui)(shui)工程納入鞏(gong)固拓展脫貧攻堅成(cheng)(cheng)果和鄉村(cun)(cun)(cun)振興(xing)項目(mu)庫。財政部安排鄉村(cun)(cun)(cun)振興(xing)銜接補助資(zi)金50億(yi)元,重點用于鄉村(cun)(cun)(cun)振興(xing)重點幫扶縣農村(cun)(cun)(cun)供(gong)(gong)水(shui)(shui)工程建設。水(shui)(shui)利部會同國開行召開會議并印發通(tong)知,鼓勵(li)加強政銀企合作,多渠道籌措(cuo)資(zi)金,保障(zhang)農村(cun)(cun)(cun)供(gong)(gong)水(shui)(shui)工程建設資(zi)金需求。2021年,各地共落實農村(cun)(cun)(cun)供(gong)(gong)水(shui)(shui)工程建設資(zi)金570.8億(yi)元;其(qi)中,省級政府及(ji)以下投資(zi)占比(bi)30%,地方債(zhai)券占比(bi)33%,社(she)會融資(zi)占比(bi)24%,銀行信貸(dai)等其(qi)他投資(zi)占比(bi)13%。共完成(cheng)(cheng)投資(zi)525億(yi)元,提升了4263萬農村(cun)(cun)(cun)人(ren)口供(gong)(gong)水(shui)(shui)保障(zhang)水(shui)(shui)平,全國農村(cun)(cun)(cun)自(zi)來水(shui)(shui)普及(ji)率提升至84%。 4.全面(mian)開展農村供(gong)水工程維修養護 水(shui)(shui)(shui)利部(bu)會同財政部(bu)下達(da)農(nong)村(cun)供(gong)(gong)水(shui)(shui)(shui)工(gong)(gong)程(cheng)維(wei)(wei)修養(yang)(yang)護(hu)中(zhong)央補助資金(jin)(jin)28億(yi)元(yuan),較2020年(nian)增(zeng)加11.6%。各地(di)加大資金(jin)(jin)投入(ru),共完(wan)成維(wei)(wei)修養(yang)(yang)護(hu)資金(jin)(jin)37.03億(yi)元(yuan),維(wei)(wei)修養(yang)(yang)護(hu)農(nong)村(cun)供(gong)(gong)水(shui)(shui)(shui)工(gong)(gong)程(cheng)9.9萬(wan)處(chu),涉及農(nong)村(cun)人(ren)(ren)口2.04億(yi)人(ren)(ren),已建(jian)農(nong)村(cun)供(gong)(gong)水(shui)(shui)(shui)工(gong)(gong)程(cheng)成果得到進(jin)一(yi)步鞏固。加大水(shui)(shui)(shui)費收繳力度,實(shi)現了農(nong)村(cun)集(ji)(ji)中(zhong)供(gong)(gong)水(shui)(shui)(shui)工(gong)(gong)程(cheng)全(quan)面(mian)收費的目標任務,促進(jin)工(gong)(gong)程(cheng)長效(xiao)運行(xing)。組織(zhi)流域(yu)管理(li)機(ji)構和(he)相關單位對157個縣1232個行(xing)政村(cun)694處(chu)農(nong)村(cun)集(ji)(ji)中(zhong)供(gong)(gong)水(shui)(shui)(shui)工(gong)(gong)程(cheng)的運行(xing)狀(zhuang)況和(he)5093個用水(shui)(shui)(shui)戶(hu)飲水(shui)(shui)(shui)狀(zhuang)況進(jin)行(xing)暗訪督(du)查,發現問題緊盯(ding)整改。電(dian)話問詢2493戶(hu)脫(tuo)貧戶(hu)、2520處(chu)集(ji)(ji)中(zhong)供(gong)(gong)水(shui)(shui)(shui)工(gong)(gong)程(cheng)、2710個地(di)方農(nong)村(cun)供(gong)(gong)水(shui)(shui)(shui)舉(ju)報(bao)監督(du)電(dian)話以及2256個縣級水(shui)(shui)(shui)行(xing)政主(zhu)管部(bu)門責(ze)任人(ren)(ren),推動“三個責(ze)任”有名有實(shi)有效(xiao)。組織(zhi)編寫(xie)《農(nong)村(cun)供(gong)(gong)水(shui)(shui)(shui)管水(shui)(shui)(shui)員(yuan)(yuan)知(zhi)識(shi)問答(da)》,召開(kai)3期(qi)全(quan)國培訓班,對各地(di)骨(gu)干師資進(jin)行(xing)培訓,推動各地(di)健全(quan)完(wan)善村(cun)級管水(shui)(shui)(shui)員(yuan)(yuan)隊伍(wu),全(quan)年(nian)累計培訓2.9萬(wan)人(ren)(ren)。 5.做實做細“我為群眾辦實事”活動 結合黨史學(xue)習教育,將解(jie)決群眾(zhong)(zhong)飲(yin)水(shui)(shui)(shui)的急難(nan)愁盼問(wen)題(ti)納入“我為群眾(zhong)(zhong)辦(ban)實(shi)事”實(shi)踐活動(dong),扎實(shi)推進中西部地區農村(cun)(cun)供(gong)(gong)水(shui)(shui)(shui)工程(cheng)維(wei)修養護(hu),切實(shi)抓好(hao)重(zhong)慶巫溪縣萬樂村(cun)(cun)、西藏米林縣東多(duo)村(cun)(cun)供(gong)(gong)水(shui)(shui)(shui)工程(cheng)規范化(hua)建設(she)和管(guan)理,協助(zhu)有(you)關司(si)局推進重(zhong)慶武隆區廣(guang)坪村(cun)(cun)、廣(guang)西上林縣蘇(su)昌莊村(cun)(cun)、廣(guang)西大化(hua)縣弄納村(cun)(cun)供(gong)(gong)水(shui)(shui)(shui)工程(cheng)項(xiang)目實(shi)施。印發《關于建立農村(cun)(cun)供(gong)(gong)水(shui)(shui)(shui)問(wen)題(ti)動(dong)態清零(ling)機(ji)制的通知》,會同22個司(si)局、流域(yu)管(guan)理機(ji)構和相關直屬單位,對(dui)各(ge)有(you)關省份農村(cun)(cun)供(gong)(gong)水(shui)(shui)(shui)工作(zuo)開展“一(yi)對(dui)一(yi)”檢(jian)查指導,共推動(dong)解(jie)決1247個群眾(zhong)(zhong)飲(yin)水(shui)(shui)(shui)的急難(nan)愁盼問(wen)題(ti)。在(zai)水(shui)(shui)(shui)利(li)部示范引領(ling)下,各(ge)地建立化(hua)解(jie)問(wen)題(ti)長效(xiao)機(ji)制,30個省份和新疆生(sheng)產建設(she)兵團建立問(wen)題(ti)辦(ban)理制度,28個省份和新疆兵團制定督(du)辦(ban)考核制度,一(yi)大批涉(she)及(ji)群眾(zhong)(zhong)切身利(li)益(yi)的飲(yin)水(shui)(shui)(shui)問(wen)題(ti)得到及(ji)時解(jie)決,受到群眾(zhong)(zhong)一(yi)致(zhi)好(hao)評(ping)。 二、認清當前(qian)形勢,聚焦解(jie)決農村供水保障工作面臨的(de)問題 經(jing)(jing)過(guo)艱苦努(nu)力(li),我(wo)國(guo)農(nong)村(cun)供(gong)(gong)水(shui)狀(zhuang)況得到顯著(zhu)改(gai)善,但由(you)于(yu)我(wo)國(guo)自然(ran)經(jing)(jing)濟(ji)條件特(te)別(bie)是水(shui)資源稟賦區域(yu)差(cha)異性大,隨著(zhu)農(nong)村(cun)經(jing)(jing)濟(ji)社會(hui)發展和農(nong)村(cun)居民生活質量的提升(sheng),部分(fen)農(nong)村(cun)地區還存在農(nong)村(cun)供(gong)(gong)水(shui)保(bao)障(zhang)程度不高等問題,與(yu)全面推進(jin)鄉村(cun)振興有(you)關要求相比還有(you)一定差(cha)距(ju)。 1.部分地區水源(yuan)不(bu)夠穩定(ding) 由于氣候環境變(bian)化,部分地(di)區來水量(liang)減少,水源保證能(neng)力不(bu)足。隨著鄉村(cun)振(zhen)興戰略實(shi)施和城鄉融合(he)發展,有(you)的偏僻村(cun)莊(zhuang)自(zi)然消失,農村(cun)人口逐(zhu)步向聚集提升類和城郊融合(he)類村(cun)莊(zhuang)流動,人口流入的地(di)區供水量(liang)需求(qiu)增(zeng)加,現有(you)水源供給和供水能(neng)力不(bu)能(neng)滿足需求(qiu)。 2.早期(qi)供水工程(cheng)老化(hua)嚴重 部分農(nong)村(cun)供(gong)水工(gong)程已達到使(shi)用(yong)年限(xian),有(you)的甚(shen)至(zhi)超期服役,供(gong)水保障(zhang)程度不(bu)高。有(you)些農(nong)村(cun)供(gong)水工(gong)程凈化消毒設(she)施設(she)備沒有(you)按照要求配齊,雨季(ji)水質(zhi)渾濁。隨著農(nong)村(cun)二、三(san)產(chan)業(ye)發展,新產(chan)業(ye)新業(ye)態不(bu)斷(duan)涌現(xian),如鄉(xiang)(xiang)村(cun)旅游等用(yong)水量增加,需(xu)要持續實施供(gong)水工(gong)程建設(she)和更新改(gai)造,適應鄉(xiang)(xiang)村(cun)振興產(chan)業(ye)發展的用(yong)水需(xu)求。 3.單村小型(xing)工程管護(hu)薄弱 全國千人(ren)以下小型分(fen)散供水(shui)工(gong)程數量占(zhan)比(bi)99%,服務(wu)2億多(duo)農村人(ren)口,大都(dou)分(fen)布在山(shan)區、牧區和高(gao)寒地(di)區。這些工(gong)程建設標準低,水(shui)價和水(shui)費收入也比(bi)較低,難以吸(xi)引也留不住專(zhuan)業(ye)管理人(ren)才隊伍(wu),只能由(you)當地(di)村民簡(jian)易管理,出了問(wen)題難以得(de)到及(ji)時處理。 三、錨(mao)定目標(biao)任(ren)務,推(tui)動農(nong)村供水保障工作高質量發展 積極踐(jian)行(xing)“十六字”治(zhi)水思路,按照全(quan)國水利工作會議精神,突出年度性(xing)任務、針對(dui)性(xing)舉(ju)措(cuo)、實效性(xing)導(dao)向,錨定鄉村振(zhen)興發(fa)展需求(qiu),推動(dong)農村供水高質量發(fa)展。 1.高(gao)質(zhi)量鞏固成果 以(yi)縣為(wei)單元,以(yi)行政村為(wei)對象(xiang),開展(zhan)農(nong)村飲水(shui)(shui)狀況全覆蓋排查(cha),加大(da)對脫(tuo)貧地區(qu)和(he)供水(shui)(shui)薄弱(ruo)地區(qu)監(jian)(jian)測頻次,用好12314監(jian)(jian)督舉報服務平臺、暗訪核查(cha)、信息化(hua)監(jian)(jian)控等渠道,及時發現(xian)和(he)解決(jue)問題,保持(chi)動態清零。通(tong)過強化(hua)工程維(wei)(wei)修養護和(he)管理(li)管護,鞏固(gu)維(wei)(wei)護好已建(jian)農(nong)村供水(shui)(shui)工程成果。干旱等特殊情況下,通(tong)過應急調(diao)水(shui)(shui)、鑿井取水(shui)(shui)、拉水(shui)(shui)送水(shui)(shui)等措施,守住(zhu)農(nong)村供水(shui)(shui)安全底(di)線。 2.高標準建設工程 按照“十四(si)五(wu)”規(gui)劃目(mu)標(biao)(biao)任務(wu)和農村(cun)供水(shui)(shui)(shui)新標(biao)(biao)準(zhun),督促地(di)方多渠道籌措工(gong)程(cheng)(cheng)建(jian)(jian)(jian)設(she)資金,優先利用(yong)骨干地(di)表水(shui)(shui)(shui)源(yuan),因地(di)制宜加強中小(xiao)型(xing)水(shui)(shui)(shui)庫(ku)等(deng)穩定水(shui)(shui)(shui)源(yuan)工(gong)程(cheng)(cheng)建(jian)(jian)(jian)設(she),積(ji)極推進(jin)農村(cun)供水(shui)(shui)(shui)規(gui)模化(hua)建(jian)(jian)(jian)設(she)及小(xiao)型(xing)工(gong)程(cheng)(cheng)標(biao)(biao)準(zhun)化(hua)改造,減少小(xiao)型(xing)供水(shui)(shui)(shui)工(gong)程(cheng)(cheng)覆(fu)蓋人口數量。通過(guo)召(zhao)開現場會等(deng)方式,鼓勵(li)有條件的地(di)方積(ji)極推進(jin)城鄉(xiang)供水(shui)(shui)(shui)一體化(hua)。堅持標(biao)(biao)準(zhun)化(hua)建(jian)(jian)(jian)設(she),嚴把工(gong)程(cheng)(cheng)建(jian)(jian)(jian)設(she)質量關。到2022年(nian)(nian)年(nian)(nian)底,全國(guo)農村(cun)自來(lai)水(shui)(shui)(shui)普(pu)及率達(da)到85%。 3.高水平管(guan)理(li)管(guan)護(hu) 進(jin)一步落(luo)實農(nong)村供(gong)(gong)水(shui)(shui)(shui)管(guan)(guan)(guan)理(li)(li)“三個責任”,確保有名有實有效。有條件的地區積極推進(jin)城鄉(xiang)供(gong)(gong)水(shui)(shui)(shui)區域統籌管(guan)(guan)(guan)理(li)(li)。以縣為(wei)單元,以縣級農(nong)村供(gong)(gong)水(shui)(shui)(shui)總(zong)站、自來水(shui)(shui)(shui)公司等為(wei)依托,推進(jin)農(nong)村供(gong)(gong)水(shui)(shui)(shui)工程(cheng)(cheng)統一運行管(guan)(guan)(guan)理(li)(li),整(zheng)體提升(sheng)工程(cheng)(cheng)運行管(guan)(guan)(guan)理(li)(li)和技術服(fu)務水(shui)(shui)(shui)平。推進(jin)規模化供(gong)(gong)水(shui)(shui)(shui)工程(cheng)(cheng),推行企業化經營、專業化管(guan)(guan)(guan)理(li)(li)、自動化監(jian)管(guan)(guan)(guan)。小型供(gong)(gong)水(shui)(shui)(shui)工程(cheng)(cheng)落(luo)實管(guan)(guan)(guan)水(shui)(shui)(shui)員,加強技術培訓,提升(sheng)專業管(guan)(guan)(guan)護能力(li)。 4.高品(pin)質保障水質 在(zai)大(da)力(li)推進規模化供(gong)水(shui)(shui)發展的(de)基礎上,配(pei)合生態環境部(bu)門加(jia)快推進千(qian)人(ren)以上工程水(shui)(shui)源保護區(qu)或(huo)保護范圍(wei)的(de)“劃(hua)、立、治(zhi)”工作。督(du)促地方以千(qian)人(ren)以上供(gong)水(shui)(shui)工程為(wei)重點,加(jia)快配(pei)備農村(cun)集(ji)中(zhong)供(gong)水(shui)(shui)工程凈化消毒(du)設施(shi)設備,做到(dao)“應配(pei)盡(jin)配(pei)”并規范運行。督(du)促地方水(shui)(shui)利部(bu)門健全縣級水(shui)(shui)質檢(jian)(jian)測中(zhong)心巡檢(jian)(jian)和千(qian)噸萬人(ren)水(shui)(shui)廠檢(jian)(jian)測制度,擴(kuo)大(da)水(shui)(shui)質檢(jian)(jian)測覆蓋面。指導有條件的(de)地區(qu)探索開展水(shui)(shui)質檢(jian)(jian)測大(da)比武。力(li)爭到(dao)“十四五”末期,農村(cun)集(ji)中(zhong)供(gong)水(shui)(shui)水(shui)(shui)質和當(dang)地縣城接(jie)近或(huo)相當(dang)。 5.高效率智慧供(gong)水 按照“需求牽引、應用至上(shang)、數字賦能(neng)、提升能(neng)力”的(de)(de)要求,以數字化(hua)(hua)、網絡化(hua)(hua)、智能(neng)化(hua)(hua)為(wei)主線,健全完善(shan)農(nong)(nong)村供(gong)水(shui)(shui)(shui)(shui)(shui)信息化(hua)(hua)管(guan)理平臺(tai),推(tui)進規(gui)模化(hua)(hua)供(gong)水(shui)(shui)(shui)(shui)(shui)工程水(shui)(shui)(shui)(shui)(shui)量(liang)、水(shui)(shui)(shui)(shui)(shui)質、水(shui)(shui)(shui)(shui)(shui)壓(ya)等(deng)關鍵參數的(de)(de)在(zai)線監測和水(shui)(shui)(shui)(shui)(shui)泵機組等(deng)設(she)備的(de)(de)自動控制,改變(bian)人(ren)工現地(di)管(guan)理的(de)(de)傳(chuan)統手(shou)段,構建(jian)農(nong)(nong)村供(gong)水(shui)(shui)(shui)(shui)(shui)管(guan)理一(yi)張(zhang)圖。以規(gui)模化(hua)(hua)供(gong)水(shui)(shui)(shui)(shui)(shui)工程為(wei)重點(dian),加強全面感知、實(shi)時傳(chuan)輸(shu)、數據分析(xi)和智慧應用系(xi)統建(jian)設(she),實(shi)現預(yu)報、預(yu)警(jing)、預(yu)演、預(yu)案功能(neng)。鼓勵地(di)方探索開展先行先試,打造智慧供(gong)水(shui)(shui)(shui)(shui)(shui)樣板(ban)。 四、壓緊壓實(shi)責(ze)任,不斷完善組織保障(zhang)工作機制 各地(di)按照批復的“十四五(wu)”農村供水保障規劃(hua)或實(shi)施方(fang)案,細化分解年度目(mu)標任務(wu)。進一步壓(ya)緊壓(ya)實(shi)地(di)方(fang)主體責(ze)任,多渠道籌集資金,建立完(wan)善激勵機(ji)制,確保如(ru)期完(wan)成(cheng)目(mu)標任務(wu)。 1.落實地方(fang)主體責任(ren) “十(shi)三五”期間(jian)(jian)農(nong)(nong)(nong)村(cun)供(gong)(gong)水取得了巨大成就,得益于(yu)中央將(jiang)(jiang)飲水安全(quan)納入(ru)(ru)脫(tuo)貧攻堅剛性約束,五級書記一(yi)起抓。“十(shi)四五”期間(jian)(jian),農(nong)(nong)(nong)村(cun)供(gong)(gong)水保障實(shi)行“省負(fu)總責(ze)(ze)、市縣鄉”抓落實(shi)的(de)工(gong)作(zuo)機制。為進(jin)一(yi)步(bu)壓(ya)緊壓(ya)實(shi)地方(fang)主體責(ze)(ze)任(ren),水利部將(jiang)(jiang)農(nong)(nong)(nong)村(cun)供(gong)(gong)水保障作(zuo)為水資(zi)源管理考(kao)核的(de)重要賦分(fen)依據,并推動將(jiang)(jiang)農(nong)(nong)(nong)村(cun)供(gong)(gong)水保障納入(ru)(ru)鞏固拓展脫(tuo)貧攻堅成果(guo)后評(ping)估、對市縣黨(dang)政(zheng)領導班子和領導干部推進(jin)鄉村(cun)振興實(shi)績的(de)考(kao)核范圍,調動地方(fang)黨(dang)委和政(zheng)府(fu)的(de)積極性,促進(jin)全(quan)面(mian)履職盡責(ze)(ze)。 2.多渠(qu)道籌集建設資(zi)金(jin) 推(tui)動脫貧地(di)區將符(fu)合(he)條件(jian)的(de)農村(cun)供水建(jian)設改造項目納(na)入(ru)鞏固拓展脫貧攻堅成(cheng)果和鄉村(cun)振興項目庫(ku),優(you)先安排(pai)實(shi)(shi)施。加大政(zheng)府資(zi)(zi)金(jin)投入(ru),積極利用(yong)涉農財政(zheng)整合(he)資(zi)(zi)金(jin)、地(di)方專項債券、銀行信貸(dai)、土地(di)出讓收(shou)入(ru)資(zi)(zi)金(jin),用(yong)于(yu)農村(cun)供水工(gong)程建(jian)設。切實(shi)(shi)發揮好政(zheng)府資(zi)(zi)金(jin)的(de)引(yin)導作用(yong),落實(shi)(shi)好用(yong)電、用(yong)地(di)、稅收(shou)等優(you)惠政(zheng)策(ce),建(jian)立(li)合(he)理(li)水價機制(zhi),強(qiang)化(hua)水費收(shou)繳(jiao),引(yin)入(ru)社會資(zi)(zi)本參與(yu)規模化(hua)供水工(gong)程建(jian)設和管理(li)。 3.強化典型引領和行(xing)業監(jian)管 每年組織暗訪150個縣,層層傳導壓力,緊盯問題整改,要求地(di)方舉一反三,建(jian)(jian)立常態化(hua)(hua)(hua)(hua)監管(guan)機制。總(zong)結凝練寧夏(xia)“互聯網+城鄉供(gong)(gong)水(shui)”、浙江“數字供(gong)(gong)水(shui)”模式,推(tui)廣(guang)區(qu)域供(gong)(gong)水(shui)信息化(hua)(hua)(hua)(hua)監管(guan)、規(gui)模化(hua)(hua)(hua)(hua)供(gong)(gong)水(shui)自動(dong)化(hua)(hua)(hua)(hua)監控、單村供(gong)(gong)水(shui)膜處理、高寒地(di)區(qu)防凍(dong)等技術,強(qiang)化(hua)(hua)(hua)(hua)示(shi)范(fan)引領。推(tui)動(dong)將(jiang)農(nong)村供(gong)(gong)水(shui)工(gong)程建(jian)(jian)設(she)納入水(shui)利(li)建(jian)(jian)設(she)國(guo)務(wu)院督查激勵(li)范(fan)圍(wei),促進各地(di)互相學習借鑒(jian),營造良好(hao)的發展環境。
