2022年,要(yao)深入(ru)落實(shi)習近平總(zong)書(shu)記(ji)“十六字(zi)”治(zhi)水(shui)(shui)思路和(he)關于治(zhi)水(shui)(shui)重要(yao)講話(hua)指示(shi)批示(shi)精(jing)神(shen),按照水(shui)(shui)利高質量發(fa)(fa)展要(yao)求,樹立底(di)線(xian)(xian)(xian)思維和(he)系統觀(guan)念(nian),統籌發(fa)(fa)展和(he)安全(quan),把確保(bao)農村供(gong)水(shui)(shui)安全(quan)作(zuo)為重大(da)政治(zhi)任務,加(jia)快(kuai)農村供(gong)水(shui)(shui)工(gong)程改(gai)造(zao)提升,持(chi)續提高建設管理水(shui)(shui)平,堅決防止發(fa)(fa)生(sheng)規(gui)模性(xing)、系統性(xing)、碰底(di)線(xian)(xian)(xian)的(de)飲水(shui)(shui)安全(quan)問題;牢牢守住保(bao)障國家糧食安全(quan)這條底(di)線(xian)(xian)(xian),加(jia)快(kuai)推(tui)進大(da)型灌區(qu)(qu)現(xian)代(dai)化改(gai)造(zao),滾動(dong)實(shi)施中型灌區(qu)(qu)節(jie)水(shui)(shui)改(gai)造(zao),啟動(dong)建設一(yi)批數字(zi)灌區(qu)(qu);落實(shi)綠色發(fa)(fa)展理念(nian),積(ji)極穩(wen)妥推(tui)進小水(shui)(shui)電分類(lei)整改(gai),強化生(sheng)態流量監(jian)督(du)檢查,持(chi)續推(tui)進綠色小水(shui)(shui)電示(shi)范創建,全(quan)力推(tui)進小水(shui)(shui)電轉(zhuan)型升級綠色發(fa)(fa)展。 一、持續(xu)提升農村供水保障水平(ping) 1.鞏固已建(jian)農(nong)村(cun)供水(shui)(shui)工程(cheng)成(cheng)果。以縣為單(dan)元(yuan),以行政(zheng)村(cun)為對象,開(kai)展農(nong)村(cun)供水(shui)(shui)工程(cheng)運行狀(zhuang)況和農(nong)村(cun)居民飲水(shui)(shui)狀(zhuang)況全面排(pai)查,加大對脫(tuo)貧地區和供水(shui)(shui)薄(bo)弱地區監測頻(pin)次,用好12314尤其是地方各級監督舉報(bao)電(dian)話(hua)和供水(shui)(shui)單(dan)位服務電(dian)話(hua),健全農(nong)村(cun)供水(shui)(shui)問題快(kuai)速(su)發現和響(xiang)應機制,及時(shi)發現和解決(jue)問題,保持動態(tai)清(qing)零。做(zuo)細做(zuo)實縣級和千(qian)人以上供水(shui)(shui)工程(cheng)應急(ji)預案,堅決(jue)防止發生(sheng)整鄉整村(cun)的飲水(shui)(shui)安全問題。 2.加快農村(cun)(cun)(cun)(cun)供(gong)(gong)(gong)水工(gong)程(cheng)(cheng)(cheng)建(jian)(jian)設(she)(she)。按照“十四五”農村(cun)(cun)(cun)(cun)供(gong)(gong)(gong)水保障規劃(hua)明確的年度目(mu)標任務和農村(cun)(cun)(cun)(cun)供(gong)(gong)(gong)水新標準(zhun)(zhun),多渠(qu)道(dao)籌(chou)措資(zi)金,加大(da)農村(cun)(cun)(cun)(cun)供(gong)(gong)(gong)水工(gong)程(cheng)(cheng)(cheng)建(jian)(jian)設(she)(she)力度。脫貧(pin)地(di)區爭取將符合條件的小(xiao)型水源和農村(cun)(cun)(cun)(cun)供(gong)(gong)(gong)水工(gong)程(cheng)(cheng)(cheng)建(jian)(jian)設(she)(she)項目(mu)納(na)入鞏固拓展脫貧(pin)攻堅(jian)成果和鄉村(cun)(cun)(cun)(cun)振興項目(mu)庫,優先安排實施。實施穩(wen)定水源工(gong)程(cheng)(cheng)(cheng)建(jian)(jian)設(she)(she),推(tui)進(jin)農村(cun)(cun)(cun)(cun)供(gong)(gong)(gong)水規模化建(jian)(jian)設(she)(she)和小(xiao)型工(gong)程(cheng)(cheng)(cheng)標準(zhun)(zhun)化改造。2022年年底前(qian),全國農村(cun)(cun)(cun)(cun)自來水普及率達到(dao)85%,進(jin)一步提升規模化供(gong)(gong)(gong)水工(gong)程(cheng)(cheng)(cheng)覆(fu)蓋(gai)農村(cun)(cun)(cun)(cun)人(ren)口的比例。 3.強化從(cong)源(yuan)頭到(dao)龍頭的(de)水(shui)(shui)質(zhi)管理。依托水(shui)(shui)庫和引調(diao)水(shui)(shui)工(gong)程(cheng),推(tui)進優質(zhi)水(shui)(shui)源(yuan)置換(huan)、配(pei)套水(shui)(shui)廠(chang)建(jian)設和供水(shui)(shui)管網延(yan)伸(shen)覆蓋,從(cong)根本上(shang)改(gai)善水(shui)(shui)質(zhi)。開(kai)展水(shui)(shui)質(zhi)提升專(zhuan)項行(xing)動,配(pei)合(he)生態環境部門加(jia)(jia)快推(tui)進千人供水(shui)(shui)工(gong)程(cheng)水(shui)(shui)源(yuan)保護區或保護范圍的(de)“劃、立、治”;以(yi)千人以(yi)上(shang)供水(shui)(shui)工(gong)程(cheng)為重點(dian),加(jia)(jia)快配(pei)備凈(jing)化消(xiao)毒(du)設施設備,做(zuo)到(dao)規(gui)范運行(xing);健全縣級水(shui)(shui)質(zhi)檢(jian)測中心巡(xun)檢(jian)和千噸萬人水(shui)(shui)廠(chang)日(ri)檢(jian)制度(du),擴大(da)水(shui)(shui)質(zhi)檢(jian)測覆蓋面。 4.健全(quan)運行管(guan)(guan)理(li)長效機制。建立(li)農村供(gong)(gong)水(shui)(shui)(shui)(shui)工(gong)程(cheng)(cheng)維修養護項目清單和(he)(he)資金(jin)使(shi)用臺賬(zhang),實施月調度(du)。推(tui)(tui)進(jin)縣級(ji)農村集(ji)中供(gong)(gong)水(shui)(shui)(shui)(shui)工(gong)程(cheng)(cheng)統一管(guan)(guan)理(li)和(he)(he)千人(ren)以上供(gong)(gong)水(shui)(shui)(shui)(shui)工(gong)程(cheng)(cheng)專業(ye)化(hua)管(guan)(guan)護。進(jin)一步健全(quan)水(shui)(shui)(shui)(shui)價形(xing)成(cheng)和(he)(he)水(shui)(shui)(shui)(shui)費收繳機制。分(fen)級(ji)推(tui)(tui)進(jin)農村供(gong)(gong)水(shui)(shui)(shui)(shui)管(guan)(guan)水(shui)(shui)(shui)(shui)員培訓,提升管(guan)(guan)水(shui)(shui)(shui)(shui)員技能(neng)水(shui)(shui)(shui)(shui)平。持續(xu)推(tui)(tui)進(jin)農村供(gong)(gong)水(shui)(shui)(shui)(shui)條例立(li)法工(gong)作。對150個(ge)縣農村供(gong)(gong)水(shui)(shui)(shui)(shui)情(qing)況開展暗訪。 5.提高(gao)信(xin)息化(hua)水(shui)(shui)平。更新農村(cun)集中供水(shui)(shui)工(gong)(gong)程基礎信(xin)息臺賬(zhang),完善農村(cun)供水(shui)(shui)管理信(xin)息系(xi)統,構建農村(cun)供水(shui)(shui)一(yi)張圖。積極探索農村(cun)供水(shui)(shui)風(feng)險防控,推進農村(cun)供水(shui)(shui)風(feng)險圖研(yan)制(zhi)。會(hui)同浙江、寧夏等(deng)省(sheng)(自治區)總結(jie)推廣(guang)信(xin)息化(hua)建設經(jing)驗(yan),加(jia)快(kuai)推進千噸萬人(ren)供水(shui)(shui)工(gong)(gong)程自動化(hua)監控,打(da)造智慧(hui)供水(shui)(shui)樣板。 二、加(jia)快大(da)中型灌區(qu)續建配套與現代化改造 6.補齊灌(guan)(guan)排設(she)施(shi)短板。加快(kuai)實(shi)施(shi)《“十四(si)五(wu)(wu)”重大農(nong)業節水(shui)(shui)(shui)供水(shui)(shui)(shui)工(gong)(gong)(gong)程實(shi)施(shi)方(fang)案》《全國中(zhong)(zhong)型(xing)灌(guan)(guan)區續建(jian)配套與節水(shui)(shui)(shui)改(gai)造(zao)實(shi)施(shi)方(fang)案(2021—2022年(nian)(nian))》,著力推進(jin)前期工(gong)(gong)(gong)作(zuo),力爭(zheng)盡早開工(gong)(gong)(gong)建(jian)設(she)。強化項目管理(li),確(que)保(bao)工(gong)(gong)(gong)程質量、進(jin)度和資金安(an)全。抓住春灌(guan)(guan)前有(you)利時機,加快(kuai)完成年(nian)(nian)度灌(guan)(guan)區改(gai)造(zao)任(ren)務(wu),強化農(nong)業用水(shui)(shui)(shui)科學調(diao)度,做好春灌(guan)(guan)保(bao)春耕工(gong)(gong)(gong)作(zuo),確(que)保(bao)糧食生(sheng)產供水(shui)(shui)(shui)需求(qiu)。統籌推進(jin)大中(zhong)(zhong)型(xing)灌(guan)(guan)區改(gai)造(zao)與高標準農(nong)田(tian)建(jian)設(she),優先(xian)將大中(zhong)(zhong)型(xing)灌(guan)(guan)區建(jian)成高標準農(nong)田(tian)。開展2020—2021年(nian)(nian)度中(zhong)(zhong)型(xing)灌(guan)(guan)區和“十三五(wu)(wu)”大型(xing)灌(guan)(guan)區節水(shui)(shui)(shui)改(gai)造(zao)項目評估。啟(qi)動(dong)下(xia)一階段中(zhong)(zhong)型(xing)灌(guan)(guan)區續建(jian)配套與節水(shui)(shui)(shui)改(gai)造(zao)實(shi)施(shi)方(fang)案編制工(gong)(gong)(gong)作(zuo)。 7.深入推進灌(guan)(guan)(guan)(guan)區(qu)標(biao)準(zhun)化(hua)(hua)(hua)規(gui)范化(hua)(hua)(hua)管(guan)理(li)。制定(ding)大型(xing)灌(guan)(guan)(guan)(guan)區(qu)續建配套與現代化(hua)(hua)(hua)改造項目建設(she)管(guan)理(li)辦(ban)法和大中(zhong)(zhong)型(xing)灌(guan)(guan)(guan)(guan)區(qu)、泵站標(biao)準(zhun)化(hua)(hua)(hua)規(gui)范化(hua)(hua)(hua)管(guan)理(li)評價辦(ban)法,明確(que)管(guan)理(li)要(yao)求。推動頒布省(sheng)級實施(shi)(shi)細則(ze),制定(ding)實施(shi)(shi)計劃,分期分批(pi)組織灌(guan)(guan)(guan)(guan)區(qu)、泵站開(kai)展(zhan)標(biao)準(zhun)化(hua)(hua)(hua)規(gui)范化(hua)(hua)(hua)建設(she),開(kai)展(zhan)管(guan)理(li)達標(biao)評價。實施(shi)(shi)大中(zhong)(zhong)型(xing)灌(guan)(guan)(guan)(guan)區(qu)名(ming)錄動態管(guan)理(li),完善全國(guo)中(zhong)(zhong)型(xing)灌(guan)(guan)(guan)(guan)區(qu)名(ming)錄臺賬(zhang)。創建150處(chu)以上節水型(xing)灌(guan)(guan)(guan)(guan)區(qu),加強灌(guan)(guan)(guan)(guan)區(qu)農業(ye)節水宣傳。力爭印發(fa)加強農田水利設(she)施(shi)(shi)管(guan)護的文件,強化(hua)(hua)(hua)行業(ye)監管(guan)。 8.加強(qiang)灌(guan)區(qu)(qu)農業(ye)用(yong)水(shui)(shui)管(guan)理。推動黃河流域大型(xing)灌(guan)區(qu)(qu)深(shen)度節(jie)水(shui)(shui)控(kong)水(shui)(shui),嚴格落實(shi)“四水(shui)(shui)四定(ding)”,推進將用(yong)水(shui)(shui)權分配到合理用(yong)水(shui)(shui)單元(yuan),開展農業(ye)節(jie)水(shui)(shui)研究,促(cu)進農業(ye)“適水(shui)(shui)”發展。強(qiang)化取水(shui)(shui)許可管(guan)理,配套(tao)完(wan)善農業(ye)用(yong)水(shui)(shui)計量(liang)設(she)施,實(shi)行“總量(liang)控(kong)制(zhi)、定(ding)額管(guan)理”。大力推廣農業(ye)節(jie)水(shui)(shui)灌(guan)溉,強(qiang)化灌(guan)區(qu)(qu)用(yong)水(shui)(shui)計劃管(guan)理,做好(hao)灌(guan)溉試驗(yan)基礎性(xing)工作,指導農民科學灌(guan)溉,堅決(jue)遏制(zhi)“大水(shui)(shui)漫灌(guan)”。 9.積極探索數(shu)字灌(guan)(guan)區(qu)建(jian)設。進一(yi)步完善全國灌(guan)(guan)區(qu)信(xin)(xin)息(xi)化管(guan)理平臺(tai),建(jian)立大中型(xing)灌(guan)(guan)區(qu)改造項(xiang)目臺(tai)賬,完善灌(guan)(guan)排工程體(ti)系(xi)一(yi)張圖,加快構建(jian)灌(guan)(guan)區(qu)信(xin)(xin)息(xi)化管(guan)理基礎信(xin)(xin)息(xi)庫。選取一(yi)批(pi)大中型(xing)灌(guan)(guan)區(qu)開展數(shu)字灌(guan)(guan)區(qu)先行先試,探索數(shu)字灌(guan)(guan)區(qu)建(jian)設標準、實施(shi)路徑等。 10.深(shen)化農(nong)業(ye)水(shui)(shui)價綜(zong)合改(gai)革(ge)。結合大中型(xing)灌(guan)(guan)區(qu)續建配套與現(xian)代化改(gai)造,完(wan)善供水(shui)(shui)計(ji)量(liang)設(she)施,推進(jin)(jin)灌(guan)(guan)區(qu)供水(shui)(shui)成本核算(suan)和監(jian)審(shen),力(li)爭2022年(nian)年(nian)底前,完(wan)成中型(xing)灌(guan)(guan)區(qu)骨(gu)干工(gong)程(cheng)成本監(jian)審(shen)、5萬畝以上灌(guan)(guan)區(qu)引水(shui)(shui)樞紐渠首取水(shui)(shui)口實現(xian)在線計(ji)量(liang)。積極探索(suo)分(fen)類水(shui)(shui)價和超定額累進(jin)(jin)加價,多渠道落實節水(shui)(shui)獎勵和精準補(bu)貼資金,有序(xu)推進(jin)(jin)農(nong)業(ye)水(shui)(shui)價綜(zong)合改(gai)革(ge)驗收(shou)。 三、積極(ji)推動小水電發展全面綠色轉型升級(ji) 11.推(tui)進小水電分(fen)類(lei)(lei)整改(gai)。長江經濟帶(dai)10省(直轄市)要(yao)(yao)對照(zhao)《水利部(bu)(bu)、發展(zhan)改(gai)革委(wei)、自然(ran)資源(yuan)部(bu)(bu)、生態環(huan)境部(bu)(bu)、農(nong)業農(nong)村部(bu)(bu)、能源(yuan)局(ju)、林草局(ju)關(guan)于進一步做好小水電分(fen)類(lei)(lei)整改(gai)工作(zuo)的意見》查漏(lou)補(bu)缺,糾正(zheng)整改(gai)工作(zuo)中存(cun)在的問題(ti),確(que)保限期(qi)退(tui)出(chu)(chu)類(lei)(lei)電站(zhan)全(quan)部(bu)(bu)退(tui)出(chu)(chu),持(chi)續鞏固清(qing)理整改(gai)成果。黃河流(liu)域8省(自治區(qu)(qu),不含(han)四(si)川省)要(yao)(yao)加快制定實(shi)(shi)施方案(an)和年度(du)任務清(qing)單(dan),建(jian)立整改(gai)臺賬,扎實(shi)(shi)開(kai)展(zhan)問題(ti)核查和綜合評估階段工作(zuo),完(wan)成典型河流(liu)、區(qu)(qu)域和省級綜合評估報告編制、批復。正(zheng)在推(tui)進整改(gai)的地區(qu)(qu),要(yao)(yao)進一步完(wan)善整改(gai)措施,統籌(chou)推(tui)進;尚未(wei)開(kai)展(zhan)整改(gai)的地區(qu)(qu),要(yao)(yao)抓緊(jin)啟動整改(gai)。制定小水電站(zhan)生態流(liu)量監督檢(jian)查事項清(qing)單(dan),開(kai)展(zhan)專項檢(jian)查。 12.強化(hua)小水(shui)(shui)電(dian)站安(an)全(quan)(quan)(quan)監管(guan)。組織(zhi)各省(sheng)(自治區(qu)、直轄市(shi))完(wan)成小水(shui)(shui)電(dian)站運(yun)行(xing)安(an)全(quan)(quan)(quan)風險隱患排查整(zheng)(zheng)治,對發現的問題立(li)行(xing)立(li)改,不(bu)能(neng)立(li)行(xing)立(li)改的,限期整(zheng)(zheng)改,限期不(bu)能(neng)整(zheng)(zheng)改到位的,按程序解列,確保度汛安(an)全(quan)(quan)(quan)、運(yun)行(xing)安(an)全(quan)(quan)(quan)。組織(zhi)對500座(zuo)小水(shui)(shui)電(dian)站進行(xing)暗訪檢查。推動各地全(quan)(quan)(quan)面落實小水(shui)(shui)電(dian)安(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)主體(ti)責(ze)任(ren)、監管(guan)責(ze)任(ren)和行(xing)政(zheng)責(ze)任(ren),分級公示并履職盡責(ze)到位。對壩(ba)高30米以(yi)上(shang)、設計水(shui)(shui)頭(tou)100米以(yi)上(shang)、“頭(tou)頂(ding)一盆水(shui)(shui)”的小水(shui)(shui)電(dian)站,建(jian)立(li)省(sheng)、市(shi)、縣(xian)重點監管(guan)名錄,實行(xing)差異化(hua)安(an)全(quan)(quan)(quan)監管(guan)。督促庫容10萬立(li)方米以(yi)上(shang)的水(shui)(shui)電(dian)站按要求開展大(da)壩(ba)注冊登記(ji)和大(da)壩(ba)安(an)全(quan)(quan)(quan)鑒定,其他電(dian)站開展大(da)壩(ba)安(an)全(quan)(quan)(quan)評估。推進農村水(shui)(shui)電(dian)安(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)標(biao)準化(hua)建(jian)設,全(quan)(quan)(quan)年新增200座(zuo)安(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)標(biao)準化(hua)電(dian)站。 13.規范綠(lv)色小水電示范電站創(chuang)建。加強新評價標準宣貫(guan)和電站申報創(chuang)建培訓,嚴格(ge)省(sheng)級初(chu)驗把(ba)關,實現現場(chang)檢查(cha)全覆蓋,加大部級技術審核(he)和現場(chang)抽(chou)查(cha)力度(du)。開展示范電站期(qi)滿(man)延續復核(he),完善(shan)退出(chu)機制。加強典型經驗交(jiao)流(liu),加快出(chu)臺激(ji)勵政策(ce),強化示范引領(ling)作(zuo)用(yong)。 14.開(kai)展(zhan)小水電(dian)綠色(se)改(gai)(gai)造(zao)和現(xian)代化提升。以河(he)流(liu)或縣級區(qu)域為單元,對完成(cheng)清理(li)整改(gai)(gai)的電(dian)站組織(zhi)開(kai)展(zhan)設(she)備設(she)施(shi)更(geng)新改(gai)(gai)造(zao),對水工建(jian)筑(zhu)物等除險加固,消除安全隱患(huan),提高機組能效。改(gai)(gai)造(zao)電(dian)站生態(tai)流(liu)量泄放(fang)、監測設(she)施(shi),統一接入政府(fu)監管平臺,實現(xian)在(zai)線監管,因地(di)制宜開(kai)展(zhan)減水河(he)段治理(li),修復河(he)流(liu)生態(tai)。建(jian)立健全小水電(dian)綠色(se)發展(zhan)的技(ji)術標準體(ti)系、引導政策、制度措施(shi)。 15.推動國際交流(liu)與宣(xuan)傳(chuan)。繼續實施好全球環境基金中(zhong)國小水電(dian)增(zeng)(zeng)效擴容改造(zao)增(zeng)(zeng)值項(xiang)目。推動成立ISO小水電(dian)技術(shu)委員會(hui),完成《世界(jie)小水電(dian)發(fa)展(zhan)報(bao)告2022》,開展(zhan)相關推介活動。征集綠色小水電(dian)示范電(dian)站典型案例(li),加大(da)宣(xuan)傳(chuan)力(li)度(du),營造(zao)良好社會(hui)氛(fen)圍。 四、強(qiang)化流域治(zhi)理(li)管理(li) 16.強(qiang)化整體謀劃。流(liu)域(yu)(yu)管(guan)理機構要認真(zhen)落(luo)實(shi)《水(shui)利部關于強(qiang)化流(liu)域(yu)(yu)治(zhi)理管(guan)理的指導(dao)意見(jian)》,堅持流(liu)域(yu)(yu)系統(tong)觀念,梳理流(liu)域(yu)(yu)農村(cun)水(shui)利水(shui)電工作思路、目標和任務,建立清(qing)單臺賬(zhang),督促指導(dao)流(liu)域(yu)(yu)片內(nei)各省(自治(zhi)區、直轄市)落(luo)實(shi)好“十四五”大中型灌(guan)區現代化改造、農村(cun)供水(shui)保障等規(gui)劃實(shi)施任務。 17.強化監(jian)督管理。流(liu)域(yu)管理機構要(yao)指(zhi)導和(he)(he)推進流(liu)域(yu)內大中型(xing)灌(guan)區、泵站標準化規范(fan)化管理和(he)(he)項目(mu)評估(gu),小水電清理整改和(he)(he)風險隱患排(pai)查(cha)等工作。組織開(kai)展(zhan)流(liu)域(yu)內農(nong)村(cun)供水暗訪和(he)(he)灌(guan)區項目(mu)日常(chang)監(jian)督、春灌(guan)用水檢查(cha)、農(nong)業(ye)用水管理、小水電生態流(liu)量(liang)泄放核查(cha)等工作,核實12314監(jian)督舉(ju)報(bao)服務平臺等各渠道反映的問題,督促(cu)地方按要(yao)求及(ji)時(shi)整改。 五、持續加強黨風廉(lian)政建設(she)和作風建設(she)
